The Customs Directorate (DGA), under ARCA, has been rolling out measures to speed up foreign trade and cut unnecessary costs. The focus is digitalization: moving towards a paperless customs, with fully online procedures, starting with exports and then imports.

Port slots and consolidated cargo

One of the most sensitive issues is booking slots at port terminals, which today forces operators to wait until late hours and pay extra costs. Customs plans to set up a state-run online slot system so operators are no longer at the mercy of private ticketing firms. The problem is worse for consolidated cargo: delays in breaking down the house documents can eat up the free-storage window before the goods can be cleared.

Regional integration

An agreement with Uruguay and Paraguay is also underway to unify scanning processes and reduce duplicate controls between countries, easing the work of AEO-certified operators.
