The Factory Customs Regime (RAF) opens up to all companies

The Government extended the Factory Customs Regime (RAF) to all Argentine companies through Decree 252/2026. The RAF allows companies to import inputs without paying duties on entry, provided they add value to the production process. If the final product is exported, no duties apply; if it is sold on the domestic market, duties are paid then.

What changed

Since 2002 only the automotive industry could use this regime, due to red tape: a sector agreement and a global guarantee were required. The new decree removes those requirements. Access is now direct and universal for any industrial company with in-house customs, with flexible guarantees and a maximum 60-day term to approve applications. Suppliers of exporting companies are also included.

Who benefits

The measure opens the regime to sectors such as auto parts, agricultural machinery, metalworking, oil & gas and food, reducing the financial cost of tying up capital in advance duties.
